How close are we to entry into force?

Why 55 / 55?

• Before the Kyoto Protocol can come into force, at least 55 countries must ratify it.
• The emissions from Annex I countries must add up to at least 55% of their combined 1990 emissions (Annex I are the developed countries who have emission reduction targets to meet by 2012)
• Once the above conditions are met, the Protocol enters into force - and the real business of meeting emission reduction targets begins!
